Not being able to send emails really is only caused by four things
1. Not having the full email address in the box if it pops up asking for password.
Correct by putting full emailaddress@yourdomain.com in the box.
2. Incorrect password
Correct by logging into your cpanel and go to Mail / Add Remove Manage email accounts and reset your password.
3. Incorrect Authentication Settings in Outlook express.
Correct by
Tools / Accounts / Properties / Server
And under the servers Menu should not have
Login Using Password Authentication, SHOULD NOT BE CHECKED
But check this one instead: My Server Requires Authentication SHOULD BE CHECKED.
4. Your ISP blocking port 25
Correct by
Tools / Accounts / Properties / Advanced
change the outgoing port number from 25 to 26
